President Zelenskyy accused Russia of employing phosphorus bombs in Ukraine during a virtual address to the Estonian parliament.
The Ukrainian President accused Moscow of using "terrorist tactics" against people in a public address. He didn't provide details about his allegations concerning the use of phosphorus weapons.
Ukrainian has accused Russia of deploying such weapons on many occasions, an accusation Moscow rejects.
