President Joe Biden said on Thursday that Russian-affiliated ships will be barred from entering American ports, joining with Canada and European countries amid Russia's invasion of Ukraine.
"That means no ship, no ship that sails under the Russian flag or that is owned or operated by a Russian entity, will be allowed to dock in a United States port or access our shores. None," Biden said.
In his directive, Biden said, “the policies and actions of the Government of the Russian Federation to continue the premeditated, unjustified, unprovoked, and brutal war against Ukraine constitute a national emergency by reason of a disturbance or threatened disturbance of international relations of the United States.”
“This is yet another critical step we are taking in concert with our partners in the European Union, United Kingdom and Canada in further to deny Russia the benefits of the international economic system that they so enjoyed in the past,” Biden said in a press briefing.
Russian-flagged ships account for fewer than 1% of goods arriving at American ports, so the action is largely symbolic.
In 2019, the United States and Russia exchanged $35 billion in products, becoming Russia America's 26th largest trading partner. In that year, the US had a $17 billion goods trade deficit with Russia and a $3 billion services trade surplus.
The issue spurred a thorough investigation by the Biden administration to guarantee that the Russian ship embargo would not have a significant impact on U.S. supply lines. The injunction does not intend to prohibit all Russian cargo from shipment, Reuters stated.
