Hundreds of civilians have been killed in Kharkiv, Ukraine, by indiscriminate Russian bombardment employing widely prohibited cluster bombs and inherently inaccurate rockets, said Amnesty International in a report.
“Launching indiscriminate attacks resulting in death or injury to civilians, or damage to civilian objects, constitutes war crimes,” the institute said in a report titled “Anyone can die at any time”.
“This is true both for the strikes carried out using cluster [munitions] as well as those conducted using other types of unguided rockets and unguided artillery shells,” it said.
Amnesty International discovered evidence of Russian forces frequently employing 9N210/9N235 cluster bombs as well as scatterable mines, all of which are prohibited under international treaties due to their indiscriminate impact.
While Russia is neither a signatory to the Convention on Cluster Munitions nor the Convention on Anti-Personnel Mines, international humanitarian law forbids indiscriminate assaults and the deployment of indiscriminate weapons.
According to the report, the director of the Kharkiv Regional Military Administration's Medical Department, 606 civilians have been killed and 1,248 have been injured in the Kharkiv area since the fighting began.
