The UK Ministry of Defense in its special report said that Russia has struggled to sustain effective offensive combat power since the start of the invasion and this problem is likely to become increasingly acute.

“As well as dealing with severe under-manning, Russian planners face a dilemma between deploying reserves to the Donbas or defending against Ukrainian counterattacks in the southwestern Kherson sector,” the MOD said in a tweet.

Russia's stated immediate policy goal is to take the whole Donetsk Oblast.

The ministry said while Russia may still win more geographical gains, its operational tempo and pace of advance are likely to be very modest unless a large operational halt for reorganization and refit is taken.
